1. Check wheter Limewire is blocked.

Double check by plugging into the cable modem again, if that works then we know that your ISP has not blocked limewire.
Give your ISP a call and just see that they haven't started blocking P2P.
Look in Ccontrol Panel in Start menu, click Security Center and then click Firefall to see if Firewall block your Limewire.
Make sure that your router's firewall is properly configured to allow LimeWire to connect to the Gnutella network via the listening port specified in LimeWire's options (accessible from Tools > Options on most systems or LimeWire > Preferences on Mac) under Advanced > Firewall Config.

2. Reinstall Limewire.
